Senor Pescio revived his applica-
-tion on 17th. January, 1907, and Sir Henry May, Officer
Administering the Goverment declined to consider it
further. Again in May, 1908, Senor Pescio called upon me,
in regard to the scheme and left copies of former letters
but I did not personally see him. I caused a reply to be
sent to him to the effect that as the project had been
very carefully considered by my predecessor, who had
declined to recommend it to the Secretary of State I was
not prepared to re-open the question unless he was able to
show that there was some new factor to be considered, or
that he had ample capital to carry the work through and
could give some guarantee for its completion.

In July, 1909, Senor Pescio again
came to Hongkong and requested an interview. As I under-
-stood that he had the support of the Italian Consul
(Senor Volpicelli) for whom I have a high regard and was I
understood some connection of his, and since the project
